In their handbook, "Cultural Heritage and Local Development: A Guide for African Local Governments," authored by Barillet, C. et al. (2006), the primary objective is to encourage a new dynamic approach that places emphasis on the distinct culture and heritage of local African communities as catalysts for territorial development. This signifies that the promotion of the unique cultural and heritage aspects of local African communities can serve as drivers for regional development.

As a result, the Kabalega Cultural Square, designed not only to portray the life of Omukama Chwa II Kabalega but also to showcase the rich culture of Bunyoro, is poised to function as a focal point for education and heritage preservation. This encompasses the archival preservation of historical documents, artifacts, and traditions, ensuring their transmission to future generations. Moreover, a well-established cultural centre has the potential to draw tourists and bolster local businesses, thereby stimulating increased economic activity in the vicinity.

Through avenues such as memberships, event rentals, ticket sales, and merchandise, the centre can generate revenue to sustain its operations and fund community-oriented initiatives. Furthermore, the centre can play a pivotal role in fostering community cohesion, serving as a vibrant hub for hosting events, festivals, and gatherings. It offers a space where people can connect, share experiences, and cultivate meaningful relationships.
